Description

Government 0f Assam has received a loan from the Asian Development Bank towards the cost of the Assam Governance & Public Resource

Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract for procurement of computer

hardware and user training services for the Drawing and Disbursing Officers of the State of Assam.

II. The Principal Secretary, Finance Department, Assam Sachivalaya (Secretariat) GoA now invites sealed bids

6500 Desktop computers

6500 Dot matrix printers

6500 UPS

User training to be provided to 6500 DDOs

at Districts & Sub]divisional Headquarters

Eligible bidders must have an average annual turnover (expressed in US Dollars) defined as the total payments received by the Bidder for

contracts completed or under execution over the last 3 years, shall exceed US$ 3,000,000 for Lot 1 and US$ 1,000,000 for Lot 2 (if only Lot 2

is being bid). A vendor with US$ 3,000,000 average turnover can bid for both lots. Refer to Section 4 and 5 of the Bidding Document

concerning the detailed eligibility of bidders and goods offered.

VI. Interested eligible bidders may obtain further information from and inspect the Bidding Document at the address below between 11:00

hours and 16:00 hours on any working day.

Deadline for Bids: 11:00 hrs on 18.03.09

Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract for procurement of computer

hardware and user training services for the Drawing and Disbursing Officers of the State of Assam.

II. The Principal Secretary, Finance Department, Assam Sachivalaya (Secretariat) GoA now invites sealed bids from eligible and qualified bidders

for the procurement of computer hardware and user training comprising two Lots-

Lot No.1 Lot No. 2

6500 Desktop computers

6500 Dot matrix printers

6500 UPS

User training to be provided to 6500 DDOs

at Districts & Sub-divisional Headquarters.

III. The equipment will be supplied to and installed in various locations in the State of Assam, India. Bidders may bid for either or both lots.

IV. International Competitive Bidding will be conducted in accordance with ADB’s SINGLE STAGE TWO ENVELOPE BIDDING PROCEDURE and is

open to all eligible bidders from eligible source countries.

V. Eligible bidders must have an average annual turnover (expressed in US Dollars) defined as the total payments received by the Bidder for

contracts completed or under execution over the last 3 years, shall exceed US$ 3,000,000 for Lot 1 and US$ 1,000,000 for Lot 2 (if only Lot 2

is being bid). A vendor with US$ 3,000,000 average turnover can bid for both lots. Refer to Section 4 and 5 of the Bidding Document

concerning the detailed eligibility of bidders and goods offered.

VI. Interested eligible bidders may obtain further information from and inspect the Bidding Document at the address below between 11:00

hours and 16:00 hours on any working day.

VII. To purchase the Bidding Document in English, bidders should:

(a) visit the office of the Principal Secretary, Department of Finance at the address indicated below and pay a non-refundable fee of

INR5000 or US$ 100 in the form of demand draft or cashiers cheque payable to the Finance(EA) Department, Government of

Assam,

Or

(b) request for delivery by sending a written application to the office of the Principal Secretary, Department of Finance at the address

indicated below. The application along with the demand draft or cashiers cheque payable to the Finance (EA) Department,

Government of Assam, amounting to Rs. 6500 (local delivery) or US$ 160 (overseas delivery). The document will be sent by

courier at no additional cost. No liability will be accepted for loss or late delivery.

VIII. A Pre-Bid Meeting will be held on 25.02.09 at 11:00 hours at the address given below to clarify the issues, if any and to answer questions on

any matter that may be raised by any bidder. The queries in this regard may be sent in writing in advance to the address below.

IX. Bids must be delivered:

• to the address below

• on or before 11:00 hours on 18.03.09. Late bids will be rejected.

Bids will be opened immediately after the deadline in the presence of representatives of bidders who choose to attend in person at the address below.

X. All bids must be accompanied by a bid security of:

Lot 1 US$ 117,000 or equivalent amount in the currency of bid

Lot 2 US$ 13,000 or equivalent amount in the currency of bid

Total US$ 130,000 or equivalent amount in the currency of bid (if bidding for both lots)

Bid security must be valid for 28 days beyond the end of validity period of the bid in the form of a banker’s guarantee.

XI. The Principal Secretary, Department of Finance, Government of Assam will not be responsible for any costs or expenses incurred by Bidders in

connection with the preparation or delivery of Bids.

XII. When comparing Bids, ADB’s Domestic Prefrence Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
