III. The equipment will be supplied to and installed in various locations in the State of Assam, India. Bidders may bid for either or both lots. IV. International Competitive Bidding will be conducted in accordance with ADB’s SINGLE STAGE TWO ENVELOPE BIDDING PROCEDURE and is open to all eligible bidders from eligible source countries. V. Eligible bidders must have an average annual turnover (expressed in US Dollars) defined as the total payments received by the Bidder for contracts completed or under execution over the last 3 years, shall exceed US$ 3,000,000 for Lot 1 and US$ 1,000,000 for Lot 2 (if only Lot 2 is being bid). To purchase the Bidding Document in English, bidders should: (a) visit the office of the Principal Secretary, Department of Finance at the address indicated below and pay a non-refundable fee of INR5000 or US$ 100 in the form of demand draft or cashiers cheque payable to the Finance(EA) Department, Government of Assam, Or (b) request for delivery by sending a written application to the office of the Principal Secretary, Department of Finance at the address indicated below. The application along with the demand draft or cashiers cheque payable to the Finance (EA) Department, Government of Assam, amounting to Rs. 6500 (local delivery) or US$ 160 (overseas delivery). The document will be sent by courier at no additional cost. No liability will be accepted for loss or late delivery. VIII. A Pre-Bid Meeting will be held on 25.02.09 at 11:00 hours at the address given below to clarify the issues, if any and to answer questions on any matter that may be raised by any bidder. The queries in this regard may be sent in writing in advance to the address below. IX. Bids must be delivered: • to the address below • on or before 11:00 hours on 18.03.09. XI. The Principal Secretary, Department of Finance, Government of Assam will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
