Tender documents can be had from the Office of the Assistant Engineer (Ele), Union Territory of Lakshadweep, Willingdon Island, Kochi – 682 003, Kerala (Phone: 0484 2666611) on all office working days up to 02.12.2008 at 12 hrs on payment of Rs.500/- (Non refundable). Tender will be opened on 03.12.2008 at 1515 hrs by the Assistant Engineer (Ele), Union Territory of Lakshadweep, Willingdon Island, Kochi – 3, at his office in the presence of intending Tenderers if any present at the time of opening. Tender document downloaded from the websites http://tenders.gov.in and http://www.lakshadweep.nic.in are also valid. However, Demand draft for Rs 500/- (Non refundable) in favor of the Assistant Engineer (Ele) Kochi, payable at Syndicate Bank, Kochi –3 should be enclosed with the Tender, in the case of downloaded forms. U.G. Cable 1. All the covers containing Tenders shall be sealed and clearly superscibed “Tender for the supply of L.T. U.G. Cable” and all such covers addressed to the Assistant Engineer (Ele), U.T. of Lakshadweep, Willingdon Island, Kochi – 682 003 shall be posted well in advance so as to reach the destination with in the date and time prescribed. Tender received after the said date and time will be rejected forthwith. 2. The cable is required to be supplied in our departmental godown at Lakshadweep Office complex, Indira Gandhi Road, Willingdon Island, Kochi –3. The offers for delivery at their ex - godown are likely to be rejected. 3. The tenderers are responsible for effecting supply to the entire satisfaction of the undersigned or his authorised representatives. In case any defect in the items supplied are noticed, such items will be rejected. The rejected items should be cleared from our premises by the supplier at his own cost, risk and responsibility within a week from the date of rejection. 4. The tenders shall be invariably accompanied by manufacturers catalogues and leaflets giving full technical specification and complete details of the item. In the absence of full details and specification, the tenders for items are likely to be rejected. 5. All items offered shall conform in all respects, to the relevant Indian Standard Specification with up to date amendments wherever applicable. 6. The undersigned does not bind himself to accept the lowest tender and reserves the right of accepting the whole or any part of the tender and the tenderer shall be bound to supply the accepted items at the rates quoted. 7. On taxable items of supply, Sales Tax shall be shown separately and taxes will be paid at the rates applicable to Central Government intenders. The relevant certificate will be issued at the time of payment. 8. No advance payment will be made against the supplies. Tenders demanding advance payment and clearance through Banks will not be accepted 9. Tenders shall be preferably typed and submitted in dup licate 10. The tenderers must pay EARNEST MONEY DEPOSIT equivalent to 2% (two percentage) of the value of the materials quoted by Demand Draft payable at Syndicate Bank, Willingdon Island, Kochi drawn in favour of Assistant Engineer (Electrical) U.T. of Lakshadweep, Kochi-3 and the Demand Draft should be attached with the tender. The tenders without Earnest Money Deposit or less than 2% will in the first instance be rejected. The Earnest Money Deposit will be refunded to the unsuccessful tenderers immediately after the tender has been finalized and on receipt of application from them along with advance stamped receipt for the payment (a). Security Deposit @5% (including EMD) of the tendered value of the items shall be deposited by the successful tenderer on hearing from the Executive Engineer (Ele), Kavaratti, Lakshadweep by way of Demand Draft / Bank Guarantee in form of Fixed Deposit receipt and the Bank certify on it that the deposit can be withdrawn only on the demand or with the sanction of pledge. (b) The security deposit shall be retained for the due fulfillment of the contract. The security deposit and earnest money deposit made by firm will not bear any interest. (c) After the deposit of security, a purchase order will be placed on the supplier which should be duly acknowledged, failure to acknowledge the receipt of the order may entail forfeiture of the total security deposit and cancellation of the purchase order with suitable penalty as may be deemed fit by the Executive Engineer (Ele), Kavaratti. (d) On completion of the fulfillment of the contract by the supplier to the satisfaction of the department, the security deposit paid by the tenderer shall be returned to him within a reasonable time after deducting the amount, if any due to the department. 11 The rate quoted by the tenderers shall be inclusive of all taxes the packing and forwarding charges up to the departmental godown specified in para 2. Rates quoted by the tenderer shall be valid for a period of six months from the date of opening of the tender. 12 Delivery period shall be specifically indicated in the tender and strictly adhered to it. If no delivery period is stated in the tender it will be taken for granted that the supply will be arranged to us within 45 (forty five) days on receipt of the firm order. Any extension in the delivery period after the supply order is placed may result in the cancellation of the supply order. Delivery period should be preferably within 45 days (forty five) days on receipt of supply order. 13 In case the tenderer became unable to effect supply within the time limit prescribed by the department the supply order is likely to be cancelled. The procurement of the items of the supply order so cancelled will be arranged by the department and the Earnest Money Deposit and the security deposit collected from the tenderer will be forfeited 14 . The tenderers shall sign the tender at the place provided in the tender form including the terms and conditions affixing his office seal and date otherwise the tender is liable to be rejected. 15 The last date of receipt of the tender is given in the list of materials. The tenders will be opened by the committee constituted for the purpose at 1515 Hrs on the date stipulated in the list of materials in the presence of intending tenderers, if any, on the occasion. 16 Sales Tax Registration Number may be quoted in all cases 17 The tenderer should carry out all routine tests as per Indian Standard Specification and test certificate is forwarded. 18. The rate quoted by the tenderer for the materials is final and no enhancement will be allowed at any circumstances. The enhancement of rate will cause the cancellation of the supply order and forfeiture of security deposit. 19 In case the successful tenderer could not complete the supply within the prescribed time limit, a penalty @ 1% per week or part thereof will be imposed subject to a maximum of 10% of the total cost of work order unless the delay is due to recognised force majure conditions. 20. Sample of LT Under Ground UG Cable which you offered in the tender should be produced our Assistant Engineer (Ele) Kochi - 3. Sample piece shall contain the name of manufacture/Make. Please note that your tender will not be considered if you fail to produce the sample of same UG.
