SPECIAL INSTRUCTION (a) Contractor should satisfy themselves with the stores that they are in accordance with the terms of the contract and fully conform to the required specification by carrying out a thorough pre-inspection before actually tendering the same for inspection to the Inspection Officer nominated under the terms and the contract. (b) Purchaser reserves the right to place for additional quantity upto 25% of total quantity of order on the same price, terms and conditions during the financial year. (c) The supplier should furnish a pre-receipted bill in triplicate after completing the despatch of goods in the consignee. (d) If on examination of a few samples from any portion of the supply it is found that they are not fully in accordance with the required specification the inspecting officer reserves the right to reject the quantity. Rejected quantity should be lifted immediately by the contractor any cost to the Govt. of India. (e) Price quoted should be firm and final. Tax as applicable. (f) A Bank Draft, Fixed Deposit Receipt, Banker’s Cheque or Bank Guarantee for Rs. 1,00,000/- (Rupees one lakh only) as earnest money in favour of DDO, Cash, DEA, Ministry of Finance, North Block, New Delhi from any of the commercial banks must be attached with the quotation as security bids. 11. To be used on web offset printing machine. It should not break on high speed web offset machine at the speed of 40,000 (Forty thousand) impression per hour. B. Inner Core dia 7.5 cms. with outer dia of 94 cms. (maximum) with 84% opacity (PTG) C. Breaking Length (i) Machine Direction meter – Minimum 5000 (ii) Cross Direction 1990 Tear Factor Cross Direction Minimum 40 Burst Factor Minimum 16 Brightness Percentage (Minimum 84) ISO Should be free from paper fluff, dust. Joints if any to be pasted with tape properly and indication to be given in each reel. Special care to be taken to provide “Edge Protector” in each reel to avoid any damage to the reels during transit. Sample sheets are to be enclosed alongwith quotations. 12. TERMS AND CONDITION (a) While loading & unloading of papers is being undertake no hook will be permitted for use while unloading the reel at Budget Press, North Block, New Delhi fork lift should be used so that reels do not get damaged while unloading. (b) The Manager (Press) reserves the right to reject any quotation without assigning any reason on it. © The tender bids will be opened on 23.07.2010 at 3.30 p.m. Manager (Press) cabin, North Block, Budget Press, Department of Economic Affairs, Ministry of Finance, New Delhi and should remain valid upto 31st March 2011 from the date of opening of tender. (e) The tender should be submitted in two separate inner covers superscribed “Tender for Supply of Reel Paper-Technical Bid and Tender for Supply of Reel Paper-Financial/Commercial Bid” respectively and should be sealed separately. The outer cover in which these two sealed covers are placed should be addressed to the Manager (Press), Budget Press, Department of Economic Affairs, Ministry of Finance, North Block, New Delhi-110001 giving indication that it contains the tender. The sealed covers containing Technical Bids only will be opened in the first instance in the presence of tenderer’s representatives at 3.30 p.m. on 23.07.2010. One representative per tenderer would be permitted to be present at the time of opening the tender. A duly constituted Technical Evaluation Committee (TEC) will shortlist the Technical Bids on the basis of technical parameters. The shortlisted vendors will bring Reel Paper as per specifications set out in the Annuxure (I) for benchmarking. The Financial/Commercial Bids of only the vendors shortlisted from the Technical Bids will be opened in the presence of their representatives on a specified date and time to be intimated to the vendors, and the same will be evaluated by a duly constituted Financial/Commercial Evaluation Committee. THERE WILL BE NO NEGOTIATIONS REGARDING THE FINANCIAL/COMMERCIAL BIDS. (f) Technical envelope should contain Technical parameters of reel paper, sample sheet and security bids.
