Cost of each tender document will be Rs. 100/- on payment of the prescribed Demand Draft drawn in favour of The General Manager, Heavy Vehicles Factory, Avadi, Chennai – 600 054. GENERAL CONDITIONS: 1. The manufacturers of same/similar item need only apply. The firm should preferably be an ISO-9001 certified manufacturer. The firms, who do not have ISO-9001 certification, must indicate their plan for ISO-9001 Certification. However, firm already established for this item or firm holding HVF development order for this item need not apply. 2. The applicant must submit the details of machineries and testing facilities available for production of the item along with the request for issue of Tender. The application without the list of facilities will be rejected and no communication on this matter will be entertained. 3. The cost of the Tender Documents as mentioned above is payable by demand draft in favour of the General Manager, Heavy Vehicle Factory, Avadi, payable at any scheduled bank at Chennai. Deposit towards the Tender cost in any other form is not acceptable. SSI & NSIC Units will be issued Tender Documents free of cost. Copy of valid registration certificate as SSI / NSIC must be enclosed. 4. The applicant should clearly mention the T.E No. and Nomenclature of the item in the application and also mention “REQUEST FOR ISSUE OF TENDER DOCUMENTS” on top of the envelope while sending request for issuance of Tender Documents for easy linking by the concerned section of the factory. 5. The firm should also submit documentary proof of material supplied / testimonials of satisfactory completion of supply to the any other Govt. department(s). Contd…2/-

The application (one each for each Tender Item) for the Tender Documents addressed to General Manager, Heavy Vehicle Factory, Avadi, Chennai (T.N.) 600 054 & accompanied by payment of tender cost (wherever applicable) & through Bank Draft payable at Chennai in favour of General Manager, Heavy Vehicles Factory, Avadi, Chennai will be received on all working days up to 1600 hrs. at Heavy Vehicle Factory, Avadi. The application should reach HVF on OR before 15-03-2007 SPECIAL CONDITIONS :- 1. The firms shall have core competency in manufacturing of various types of Mechanical items through Machining, Fabrication etc. IMPORTANT: Requisition will not be entertained without the following information. 1) Details of Machinery 2) Details of Testing Facility 3) Details of Man power 4) Details of Customers 5) Balance Sheet for 3 years. 2. The firm shall provide warrantee/Guarantee (which will be transferred to the user i.e. Defence services), for the material supplied against manufacturing defects due to bad material / workmanship for a run of 1000 km by the Vehicle or for 36 months from the date of receipt of material at HVF which ever is earlier. IMPORTANT POINTS : 1. All firms must submit their latest IT return along with their request for Tender Documents. Otherwise their request for Tender Documents will be ignored. 2. A Certificate regarding clearance of “Pollution Control Norms” from relevant authority to be enclosed along with the application otherwise the application will be rejected. 3. A Committee of Officers nominated by General Manager, HVF will scrutinize all the received applications for eligibility of issuing Tender documents. Only the firms who are meeting the requisite conditions will be issued Tender Documents. The last date and time for receipt of quotations will be mentioned in the Tender Document. The General Manager, Heavy Vehicles Factory, Avadi reserves the right to accept / reject any or all the applications for issue of Tender Documents without assigning any reason whatsoever. In case of such rejection, the DD received if any, will be returned to the firm by post. The General Manager, Heavy Vehicles Factory, Avadi shall not be responsible for postal delay or non-receipt of Tender Document by post. Applications received late will be rejected. Contd…3/-
: 3 : 4.A The firms which are found eligible for issue of tender documents shall submit quotations duly accompanied by EMD for amounting equal to 2% (subject to Rs. 2,00,000.00 maximum) of total value of the procurement offered in their quotation in the form of Demand Draft / Fixed Deposit Receipt /IPO/ Banker’s Cheque / Bank Guarantee from any of the scheduled Commercial Banks, payable to the General Manager, HVF, Avadi, Chennai – 600 054. E.M.D should be valid for a period 45 days beyond the validity period of the offer. The firms who are exempted from payment of E.M.D are as follows : (i) The firm who are registered with Sister Ordnance Factories/DGS&D/NSIC for the same item/process/technology. (ii) Organisation like KVIC / NSIC who are treated as registered suppliers against DGS&D Contracts on the prescribed norms. 4.B Successful Bidders will have to submit Performance Security Deposit at the rate of 50% of the contract value in the form of DD / Bank Guarantee with in a period of 4 weeks from the date of issue of Supply Order irrespective of their status of registration with NSIC, SSI, DGQA, DGS&D, HVF and other Ordnance Factories. PSUs and Firms supplying Proprietary Items shall be exempted from Payment of PS. 5. If any processing / services (like heat treatment, chemical coatings, rubber components etc) assistance is taken by the tendered from outside sources, the same shall be explicitly stated so indicating the address of such source(s) in the tender documents/ quotation. 6. The final product will be inspected by Sr. GM, HVF or his authorized representative. This will be carried out in two phases. (i) Pilot sample will be submitted by the firm for thorough check up as per drawing / laid down specifications. Fitment trial will be carried out on the vehicle at HVF. (ii) Once pilot sample is considered acceptable, bulk production clearance will be granted for further manufacture. Bulk will also be inspected by Sr. GM, HVF or his authorised representative 7. Any litigation arising out of this Tender Enquiry will be subject to the jurisdiction of Chennai Court
